Monetization account based in Indonesia

I saw that TikTok has a monetization list of eligible countries (like the US, UK, Germany, France, Japan, South Korea, and Brazil).

My account is based in Indonesia. Does this mean that even if I hit 10,000 followers, I still won’t earn money per view?
And if that’s the case, is there any way to change my account region to become eligible?
