Why does my ability to repost never appear?

My app is up to date, and I almost never have the ability to repost. It’ll come back randomly for a few hours like once every few weeks, but then it’ll go away again. I cleared cache and it showed my reposts for all but a minute but then after refreshing went away again. Whats the deal?
