Downloaded TikTok for the first time and I can't follow anyone

Hi! Yesterday I downloaded the app and created an account. I want to use it to watch content I'm interested in in the language I'm learning, since I need more listening practice. But, for some reason, I can't follow anyone. I have created my account using my phone number and I'm not using a VPN or anything like that. Is it supposed to be like this?
