Bug or intentional

I don’t know if this is a bug or intentional but in the past couple days I am just looking through comments. One of the replies will be highlighted usually it’s where it’s responded by the creator which obviously makes sense but now it’s just replaced where the creator would respond and it’s usually just a random comment with like one like as in the image it’s someone adding their friend.
