If my friend says they blocked an account will it still show up in their following?

Just like what the prompt asks, is this how it works. My friend has claimed to block some people but they still show up in his following? He’s doesn’t want them viewing his story anymore and also dealing with them in general . Is there any reason they would show up in his following list if they were blocked?
