How does TikTok’s blocking system work

Basically I saw a post saying that you have to block manually all the accounts that a person have.

And what I understand is that you have to create a new account on a new device to get the people that once blocked you back.

My question is, if I create the new account from a different device BUT I login on the device that I got blocked with. Would it block me from seeing the accounts that blocked me once ?
