Is “liked a video you reposted” notification exclusive to mutuals or is it to everyone

Was looking through someone’s reposts on their profile and I accidentally liked one of the videos. Will they get a notification that I liked it since we don’t follow each other??

And if they did get a notification, would blocking stop them from seeing who it was, or at least my username??
