how do people get a blurry background for their tiktok video?

i see so many content creators having a blurry background when they film a video or a lip syncing video and i don’t know how to get that same effect without using the effects. they don’t use my effects it just comes off natural and i wanna know how they do that. is it their iphone or a setting? let me know!
