Why are my sample requests not being taken into consideration?

Not long ago I had the opportunity to review products, and the first 3 items were shipped and reviewed. But why aren't all the requests I make every week taken into consideration? They are neither accepted nor rejected, I don't want to get free items, but if I have to review the product I would like to test it first.
