Promotion charged but video not promoted?

So i bought promotion for one of my videos. After i've been charged, i got no promotion, it wasn't under review, it wasn't declined, nada. When i went to see my balance it said 200 coins. When i went back to buy promotion, thinking it just bought me coins and no promo, it says that i have only 40 coins??

What the hell? I have two different balances now on two different places, no promotion that i bought and no way to contact support??

Do you have any experience with this??
