Rework one Stormweaver ascendancy, so Chronomancer can become viable

The Stormweavers ascendancy node "Refracted Infusion" should be a notable on the passive tree. This would instantly make Chronomancer so much better (e.g. collecting an Infusion grants another random Infusion).

The CoC build around fire infused Comet (though CoC living bomb) and perma frost infused spark (through Refracted Infusion node) is ridicolously strong and sad to be only viable through this one ascendancy node.

I think Chronomancer is pretty good, but right now it is very limited to recoup or base skill/curse setups.

(A temporal time-stop bubble instead of an AoE freeze would certainly be a nice change)

There should definitely be a big ascendancies rework/rebalance, just like how posion is beyond strong on PF and there's no point playing poison on anything else.

The game in general should be more open with build opportunities but this horse has been beaten and beaten already. Chronomancer could definitely use some love for sure.
