Yeah, you'll want +3 (it's probably worth 10x as much that way), and that's a very low weight roll so you'd be looking at retrying desecration many times. With an Ancient Collarbone, you're looking at something sub-1% chance per roll range, and you'd be looking at an Omen of Light + fresh collarbone for each roll (100+ div per roll).
Another approach since you've fractured a suffix is to remove all suffixes, desecrate a trash suffix with a high weight like +attributes (which helps block it, and no need for Ancient for this part), then exalt slam to hope for your +3 skills, then finally come back and Omen of Light + redo your desecration. This probably isn't any better, but FYI it can be pretty effective in blocking mana (which has a very high weight) for prefixes.
Also, if you're going to target T1 crit chance, div it up to 38% first! That's a 1/4 chance to div a perfect roll, so you might as well before you dump a fracture on it. But maybe you were trying to hit the +49 spirit.
