Cannibalism Vitality Support for Mana Remnant

Trying to add vitality and cannibalism to MR. And I'm wondering do these support gems start working when they are added MR or only when I'm picking up MR orbs? Trying to get my survivability up on ice wolf in the areas I can for the cheap. I'm on console so checking these outcomes are a lil weird.

"Regenerate 2% of maximum Life per second while a Supported Skill is active" its always active not just when picking up orbs.

Assume you are using the sceptre with 50% spirit and 200% spirit cost for non-minion spirit skills.
