Found a perfect weapon for My main while leveling an alt so it’s like lvl 18. Wand with plus to all skills, plus chaos damage, plus spell damage, everything. The tiers and level are low. Are those aspects of the weapon static since it was found at such a low level?
There’s no way to change the tiers of the mods. The item level of the weapon will limit its ability to roll high tier mods
Basically, no, can't increase much. If you hold alt while hovering over the weapon it will show the item level and that determines the maximum tiers of stats that the item can have. So the chaos damage for example would cap out at 54% at most for a wand in that level range, it cannot roll higher
