Temple question

Hi, I’ve been building the temple and following Fubgun’s guide. From what I can tell I should be able to place my next spymaster at the top but it won’t let me. I’m not sure what I’m doing wrong. Also I’m out of locks so I assume my spymasters are going to start eating each other and wreck everything? Thanks in advance!
