Uncut skill gems

Any level will do.

Definitely don't need to farm lvl1.

Push forward through campaign and you'll get plenty of gems as rewards for quests and as random drops.

it’s always better to use the skill gems according to the character level since there are attribute requirements for them. you can’t use high level gems because of this requirement. just keep on progressing and skill gems will drop. pretty normal drop rates for them

Does not need start from lvl one. If not upgraded, you need apply sockets and quality from start.

I misread your post and deleted my other comment.

Uncut skill gets go up to level 20. If you have a cut skill gem, you'll need to find an uncut skill gem higher level than your current skill.

Example: Level 4 skill equipped > uncut level 5 gem dropped > Use the uncut lvl 5 to upgrade your equipped skill to lvl 5.

When a higher level uncut gem drops, right click on it and then it should show the option to upgrade your existing skill to a higher level.

If you have a level 20 uncut gem, you can make your skill instantly level 20. No need to go from 1,2,3 etc..

You can use a skill gem of any level that your character has the levels and stats to equip. Doesn't matter if it's a new skill or a lower level skill, it will either create it to be equipped at the level of the gem or upgrade it to the new level.

You do not. You can simply craft a level 20 gem from scratch if you wanted. Next time, simply try ingame!
