If you're following fubgun's guide, its wrong.

You have to do something like this to place the Spymaster:

I am also using fubgun and had the exact same problem.

This is how I did the corner, you can drop the spymaster in the empty spot. I then locked the new spymaster and both garrisons. If you have less locks priority should be spymaster > garrison. If you lose the corner garrison you can always drop a new one later I believe.

you would have to have a garrison to the right of the red circle most builds have a spymaster in the corner. you need to go spymaster garrison armory then up garrison and then you can put the spymaster there
