Align Fate only casting weapon skill/spell?

I have multiple spells equipped that arent cooldown spells (thunderstorm, elemental weakness, etc) but the Align fate skill only ever uses the spell that comes with the weapon (lightning bolt, reap, etc).

according to the internet it should be cycling randomly through all my spells, but this isnt happening. anyone have any idea why?

the spells are assigned to weapon so that cant be it.
