Life and mana on kill on a timeless may as well be dead mods. All you really need is one instance of on kill recovery on a regular jewel to solve recovery in maps. So whether you click one or ten notables, it doesn't really matter and that's the entire point of timeless jewels. Stack mods that benefit from more and more notables.
Another issue is that everybody wants damage on their timeless jewels since they can give you a fuckton of crit chance and crit multi.
Finally having ES mods and life on kill has zero synergy. This jewel is useless/pretty bad IMO and I don't see a world where anybody would choose it over just crit chance + crit multi with large radius.
