New to crafting, what steps can I take to not mess this up?

I'm looking to craft a chiming staff with:

-Extra damage as cold

-Extra damage as lightning

-Increased spell damage

-Cast speed

-Crit chance

-Level of all spells

Before I go further, I would like to ask for some suggestions. I know crit is pretty hard to roll and its good, so I'm not sure where to go from here or what steps to take in order. Any help would be immensely appreciated.

You’ll want to fracture the crit chance so regal + desecrate (don’t reveal) and fracturing orb hoping to hit the 1/3 crit. If you do, annul down and chaos to hit spell damage / levels. Then it’s a matter of time and money.
