Beginner question - does a second campaign playthrough have increased drop rates?

I’ve finally finished my first character (to the extent I’m happy with) and started a new character playthrough. I’ve noticed that the currency drops and quality of items are much better so far and I’m wondering if this is normal or just good rng? By act 2 I’ve had 15 exalts drop, my first drop in game was from the starter area mobs and had 10% movement speed and rarity on the boots and my first 2 weapons have been amazing as well! Is this intended or just lucky so far?
