Think of it in terms of # desired mods

1-4 mod items: you should be able to find these reasonably easily. You can turn a 3 mod item into a 4 mod item fairly reliably with desecrates. Pick up magics / aug normal bases, and eventually you'll get a magic with 2 good mods. Add an essence for a 3rd good mod, then desecrate for a 4th good mod. Slam the last two mods incase you get something good, theres an ok chance it gets you to 5 mods. If all your items have between 4 and 5 good mods, that should be enough to finish all content pretty much.

6 mod items require specific crafting steps to achieve, or just lots of luck/bulk.

I assume that u gotta have lots of divs to craft Uber gear. Every time I wanna craft, I look at the mats and compare to what I can buy on trade then I go ahead and buy on trade. I don't have a whole ton of div to RNG.

Poe is balanced around economy, and long story short you will come across valuable things you cant use and you trade them for things you can use. Or you amass enough currency to overcome rng and make an item you can use. There are some target able items that drop from specific bosses though

There’s a lot of ways to manipulate it via items that effect specific things, mostly omens. However they’re rare drops and you have to be rich as fuck to buy enough of them for it to matter.
