Maps maximum level is like 81 or 82 or something. Max player level is 100. So yeah, it is normal.

From what I remember, your experience is penalized only if you're a certain amount over the map. (I think 1/16th of your level is the leeway) So Level 86 in an 81 map will get full exp, but eventually your experience will slow to a crawl, to make hitting 100 intentionally hard.

Minions generally map slowly but boss quickly.

So you’ve finished the campaign and interludes and are running maps now—nice! What tier maps are you currently doing?

Minion builds scale very heavily with skill levels, so make sure you’re keeping your skill gems upgraded and increasing their quality when possible. You’ll also want to look for a sceptre, focus, and amulet with +minion skill levels to boost your damage.

As others have noted, end-game monster levels max out at 82, so you will naturally out level the content around you. You should think of progression more in terms of the map tiers, and how heavily modified of maps you can run.

Character progression also becomes more about your gear than your levels. While levels are important, the main determiner of what tier of map you can run is generally going to be what items you have equipped. So think less in terms of "I need to reach level X", and more in terms of "I need to upgrade to a scepter with +X minion level and +Y% minion damage".

Totally normal as you build power. I think any further difference in level and your exp bar starts to get sticky unless you add a lot of juice to the map.

If you can clear a map or two and get a level, don't sweat it. After 90 or so it gets progressively harder to gain a level since T15 is well below your level.

Make sure to use higher tier waystones. Level 15 stones are level 79 by default. 80 with a irridescent tablet and you can get 81 with a tier 16 stone and even 82 if you are lucky to find a map that also gives +1 to levels.

Always play what you can. Not all builds can go through a map super fast and some build can be harder to play as well.

As long you having fun... thats the point.. just try higher waystones and adjust based on your capabilities.

Minion build or not... you can always spice it up and add some more different spells for you to help the clearing... fun thing about this game is you can experiment alot!
