I regularily have endurance charges, but I cannot find out where they come from. I use exlusively pounce (crater, opening move), maul (rapid attacks, rage), slam (fist of war, aftershock), fury of the mountain (rage, fire attunement). No items that would generate them as well. Passives:

Read the inherent bonus from using bear form, and the others while your at it
If you’re breaking armour on herald of ice, the support you are using probably does it
I think ancestrally boosted slam (fist of war support) gives endurance charges. i was playing bear druid too and that was where I thought I got them from.
One of the armor explosion supports gives them.
