The reason nobody shows "guides" on that specific craft is because its whittling every single mod to craft like that, basically. If you are confused even a little bit about crafting i would suggest not doing this particular craft because every single step is hundreds to thousands of divs, and if you are trying to get + all spell skills instead of +elemental skills its even worse.

• Get the base quality up first (if PoE2 crafting works similarly to PoE1 in this case). You want to maximize the base before serious crafting.
• Roll the staff for +spell or +elemental skill levels. Since you don’t have it fractured, this becomes the main thing you're fishing for. People usually spam caster-focused currency/essences depending on the system available.
