I watched the fubgun video, where he fully built the left edge and then placed the armory, garrison, and spymaster to Russian tech the first spymaster on the top edge. I was unable to place the top spymaster so I tried a different approach, which is what you're seeing in the picture.
I'm still unable to place the spymaster. What did I do wrong and how do I fix it? Does it have something to do with the fact that some rooms are leveled up?

you need to lock taht and let spy and garrison fall after that. The garrison can only connect to one spy to place a fresh one.
Let the top spymaster and garrison go. When you went over, it should have been armor garrison, and then you would be able to place a spymaster in the missing space.
Trick is, you want a red garrison to continue Russian tech. So you shouldn't place a spymaster
