Why can I affect monsters +3 poisons with poisonburst arrow?

My charactor is oracle, only spec building toxins on the tree (not stacking toxins), no escalating poison support gem on poisonburst arrow yet I can apply 3 poisons. With escalating poison supporting gas arrow I can apply 4 poisons. Why?

Base 1 poison + 1 poison on your bow + 1 poison from building toxine and +1 from escalating poison support. That's 4 poisons.
