Why is annoying gospel always the top most comment despite having a low amount of likes?

Pretty much the title. Why is it that about 60-70% of the videos I see on TikTok, the top most comment is always some annoying spam about the Christian gospel and "Jesus loves you" comments?

The real confusion is that these comments aren't even the most liked. They often have around hundred meanwhile the next comment would have hundreds if not thousands of more likes. Why is THAT not the top most comment instead of the annoying gospel spam?

I've been downvoting and reporting the comments and blocking the users behind them. But it doesn't change. So I don't think it's a comment algorithm thing
