Profile Viewer off

I have profile viewer off and I got a notification saying someone viewed my profile and to turn it on to see who. Does that mean the person who viewed it has it on? And if I view a profile, could they get an anonymous notification saying someone viewed their profile? Or do they get absolutely nothing?
