I mean, this is obviously nonsense misinformation - anyone who'd uncritically believe something like that seriously needs to do some introspection, because it makes absolutely no sense whatsoever. The only reason it could make sense is if the person(s) running the account happened to be in Israel for diplomatic reasons, but to believe that Israel is literally running the DHS Twitter account from their own country is just absurd levels of conspiratorial thought.

This claim is based on a disappearing screenshot from a glitchy feature on X. No source, no replication, no corroboration. That’s not evidence; that’s hearsay on top of bad data. If it were real, it’d be easily proven and widely reported. It isn’t.
