Notifications Not Working?

I have an issue where I don't get notifications for accounts I have set to all but do occasionally for friends or those who are set to personalized. On top of that it seems that tiktok actively suppresses those I have set to all as even though I interact with their posts every time I see them, they never show up in my feed and I have to actively look for them. This is compared to others I follow who I have notifications turned off for, who I seem to see every single post of even if I don't interact with their content consistently.

This came up because I'm a huge fan of Olivia Rodrigo and so I have notifications turned on for her and have for a long time, however, I've never actually gotten a notification for her account and have to search for her posts whenever I see someone talking about something she posted. With her new album coming out I want to stay updated when she posts or goes live like she did tonight (which I only caught the last few seconds of because I'm not getting notifications).

Does anyone else have this problem or know how to fix it??
