Can't follow anyone

I logged into an old account a couple days ago, I was already following like 3 people, it wouldn't let me follow any more people, it would say I'm following them but when I go to my following page it was just the original people I already followed.

I made a new account with a different email and it let me follow 7 accounts but now it's doing the same thing.
