Apparently the reason she was flagged is that her actual residency status is "withholding of removal" rather than political asylum. Only asylum status residents can apply for permanent residency.
So for 26 years, the US government has quietly flagged her as an illegal resident without allowing her any path to legal residency, and allowed her to work for the court system despite technically not being a legal resident. That status must be how she came to ICE's attention in the first place.
I hope her lawsuit is successful. The government needs to stop doing this "left hand, right hand" shit.

Other detainees can’t get a hearing due to lack of an interpreter? For the racist authoritarians, that’s a feature, not a bug.

This was not a random occurrence, her detainment was by design. For the sole purpose of hindering if not outright derailing these court cases.
