How to turn off location feed?

Ive have a location feed for the city I am in. My location is switched off on my TikTok settings and I double checked my iPhone settings. I’m using WiFi with a vpn. Google says this is a specific opt in feature but I have opted out on all settings that I can see.

How does it still know where I am?! How do I turn this off?!
