Happening to me too I usually get 4k views in 2 hours, currently sitting at a whopping 4 views 2 hours later.

Exact same issue for me started at 04/25:

Older videos are unaffected. new videos are treated as restricted videos for no reason. if you will try to promote them you will get a notice that the video is violating the rules, and clearly it does not. i uploaded an image of sky with clouds and it has the same problem. This is 100% server issues not giving new videos a clearance and seems like many are effected by it.
