My friend keeps getting a spam call everytime he trys to verify his account on TikTok so he can upload videos

My friend keeps getting a spam call every time he tries to verify his account on TikTok so he can upload a video.

Is this a scam or not? Because my friend keeps getting spam calls when he tries to verify his account so he can upload. Even if he turns on "Block Unknown Callers" or blocks the spam calls, he would still receive spam calls.

Note that his phone flagged it as "Potentially spam call"

The spam calls only happen when he tries to verify his account. What should he do?
