How to fix Account Not Recommended!
Okay, so I know this has been a HUGE problem for a lot of people, including me. Here are the steps to fix your account no longer being recommended:

Your account likely got restricted due to "impersonation". First thing is to do is change user and display name to reflect an "original" account. Fanpages, I'm sorry, you're going to have to find a way to make it not look like the person you're fanning over

Tap the "Account Not Recommended" under your user. When you submit your appeal, it will say "Network Error". Spam the submit button like crazy and it'll go through. Full transparency - this is next to useless. You can still try though.

This is what got my account back. They made it super hard to find. I think I found it through Reddit comments. Go to (https://www.tiktok.com/legal/report/submit-requests). Use the email associated with the account. Fill out everything. You will need an ID to verify your identity. For minors without a State ID, use your school one if you have it.
This process is not immediate. After I filled out the form, I think it took roughly 2 months to get my account back. If you depend on Tiktok for monetary purposes, I suggest you promote another account in the mean time.
