omg does this guy have access to my friend’s tiktok acc?

HI REDDIT i need like sum smartass tiktok enthusiast to read this 😭😭 so i dmed a guy who kept h4rr4ssing/commenting on my friends tt posts and when i asked him to stop he told me that no matter how many times my friend tries to block him, he had access because her account was PUBLIC and he could easily unblock himself from her account ‘cause he was a “great hacker” (that’s his literal words mind u)

DOES HE REALLY HAVE ACCESS? and if so, HOW? he also told me i had my account private so he couldn’t access it, how would that work for my friend’s side? like i literally cannot sleep i had to block his account from everything coz i was scared he’d get mine too :’((
