How to get the dm option?

As u can see, i dont have the direct message OPTION, and idk how to activate it, but i dont think the age is a problem, as a classmate was born less than a month later than me and he still has dm's, and he put his real age (i live in romania btw). I watched lots of yt tutorials, but ALL of them had the direct message option, which i clearly lack. How to get it? Do i need to verify my age or something?
