TikTok promote not working in germany??

Hello guys, so the problem is, i wanted to promote a video of mine but when i went to the website to do so, this message popped up. I live in Germany and im confused of why this is coming up. If i wanted to do the promotion in the ios app, i could but have to pay 50% Apple fee upcharge, which i wont ever pay.
