I CAN'T FOLLOW ANYONE IN MY LAPTOP

I created a new account in my phone, and logged in my account in my laptop. I can follow anyone in my mobile phone, but not in my laptop. today the account is 4 days old. I've tried resetting and deleting the app cache but still no use. Does anyone know how to fix this?

(If I press follow the app doesn't update)
