I noticed in college that I retained information much much better if I took notes by hand. It was harder to remember typed notes. I thought that was just me!

Yep, 2010 is exactly when literacy rates in the US started to decline. Millennials got the last chopper out of Saigon.
IMHO I believe it is the method in which the screens are used to teach.
If the students are left to sit quietly or in groups to work on lessons solely on their laptops with the instructor only interacting when a student has a question and not reviewing concepts and lessons with the students as a class, then I believe the students will struggle.
But if the technology is used to enhance the teaching experience and not replace it, and the instructors are more engaging and use screens as means to communicate lessons and concepts and not to teach for them, then I believe the students will thrive.
I learned about years ago in college (2010 or 2011) that there were studies with babies/kids and people on screen giving them lesson and then people in real live. And they didnt learn shit from screen, but with real people it's in our instincts to listen and learn. Makes sense actually, even though the knwoledge is the sime there's probably no tv in our genes lol

I beleive it is the switch from paper notes to electronic notes that has contributed to educational decline.
It can also be a degree of stressors as well as it can affect brain and emotional development. I understand every generation has their trama and stressors that they dealt with but we have seen a steep decline in "motivation" mostly due to economic instability which many have realized really early in their lives. I say motivation lightly as it isnt pure laziness. It can range from mental health, burnout, economic clarity and reality.
I hear often from Gen Z of "what's the point", "why work so hard when it amounts to nothing" among other things.
Younger Gen Z seem to be realizing that a lot younger therefore not holding education to a higher point because of "whats the point". Many states will also pass failing students and say oh well at least they are moving on with their peers. Which is damaging since they dont realize what crucial education they are missing until later.
