He thinks he’s helping
Some guy showed up at our house one night with a tv he wanted to sell and everyone knew it was stolen but we bought it anyway and turned it on an the burger king menu appeared . So we called the burger king and sure enough they'res was stolen so we took it back to them and the manager gave us big the whopper meal
Same reason why places put a fireplace on a screen in the winter without actually having real fire anywhere. It does actually make the place "feel" warmer. It's a mind thing. I doubt the TV fan makes a tremendous difference either way but it probably marginally does influence how the people perceive the ambient temperature, thus decreasing the amount of times they complain about it.
