I say I want to see how this played out but there is about only one way for it to go which is call the police. I would find the alarm panel and make the alarm go off but definitely call the police first and explain the situation.

No emergency exit is a very steep fine. I hope they were punished for this.

If this is real, which I am not making a judgment on, there would almost certainly be an emergency exit that does not require a key to leave per building codes. It would be a door that only locks from the outside and there would be exit signs pointing towards it from the inside.
