Difference between 'Ineligible for recommendation' and 'Vi0lation found'?

What actually seperates this two levels of vi0lations? If someone reports two posts for the same thing like excessive violence, what is the difference between a post getting ineligible for recommendation and the other getting a vi0lation found?
