If the seat reclines, the person should be able to recline it. It's being used as designed... if you don't like it, don't blame the person using it, blame the ones who designed, chose, and installed it.

In this instance on this particular train there is ample leg room with seat reclined and space is also allowed in the design that reclining doesn’t push her table back. She’s being and absolute prick

Same answer for trains and planes. If the seat reclines, it is not rude to recline. The person sitting behind you seat also reclines. When they recline the space remains the same. Been on many an economy flight where I wish the person in front didn't recline, but I didn't pay for the extra room, so I cannot then complain. You want more room, pay for the space.
