How do I get my location off permanently

I live in Cali and have gotten videos about it before. Yeah cool maybe it saw I liked a few posts from Cali. But I am on a trip to Hawaii and I keep seeing Hawaii based posts and my location is off. So now I know I’m being tracked despite it being off in my settings. How do I make it permanent. This is just one of many Hawaii videos I’ve gotten so I know it’s not a coincidence
