Can’t get past “Maximum number of attempts reached. Try again later.”

I’ve been trying to log into my account but the password would not work. When attempting to reset the password, every time i entered the new password, i would get this error. I would wait hours between tries and still get it. Ive tried both pc website and app and also vpns but nothing works.
