Which country is the first to get all the updates from TikTok

We have seen updates like commenting stickers, images, audio messages, including the option to even call somebody in DMs. But for my region (Paraguay) when I create a new account those options pop up first while my principal and account that I have since 2021 gets the updates pretty late
