Is it normal for follows and likes to not save on a new account?

Turned off my VPN on my laptop and created a new account today and none of the likes or follows are saving, if I follow someone and then go back to their page after it doesn't say I'm following them, same with likes and none of my follows or likes are visible on my profile page. What's the issue or is this normal with new accounts?
